Published in October 21, this paper documents a lack of ongoing engagement and collaboration with stakeholders, inappropriate legal mechanisms to operationalise the policy, changing socio-economic factors at national and local level, and lack of resources and capacity to implement policy objectives as some of the reasons why small-scale fishers’ human rights were not protected in practice in South Africa.
